The Nominal Roll is Indigenous Services Canada (ISC) BC Region’s registry of all eligible K-12 students federally funded to attend an eligible First Nation, public, or independent (private) school as of the count date (September 29, 2026). It serves as an annual student census which is used to calculate education funding for students ordinarily living on reserve, regardless of where they attend school. Submitting the Nominal Roll is a mandatory requirement (due October 15 each year) and part of the terms & conditions of a First Nation’s funding agreement with ISC.
In accordance with the British Columbia Tripartite Education Agreement (BCTEA), the Joint Verification Process (JVP) is an opportunity for First Nations and school districts to review the enrollment of students on the ISC Nominal Roll and the Ministry of Education and Child Care’s 1701 who are ordinarily resident on reserve attending BC public schools. The purpose of this process is to ensure all student information is accurate and matches across both federal and provincial enrollment submissions, as this directly impacts funding. The First Nation and the school district can establish an annual process that meets their shared needs and supports review and agreement each year.
ISC BC Region 2026-2027 Nominal Roll Instructions
Indigenous Services Canada (ISC) BC Region’s Nominal Roll Instructions are intended to assist First Nations in completing the Nominal Roll for submission to ISC. This document includes eligibility requirements and federal policies related to the inclusion of students on the Nominal Roll.
Joint Verification Process (JVP) Form
In September or earlier, First Nations and school districts should connect to jointly review and confirm the enrollment data for students who are ordinarily resident on reserve and enrolled in BC public schools. After confirming that all student data matches on the Nominal Roll and 1701, both parties will record agreement on a signed Joint Verification Process form. By the October 15 Nominal Roll submission due date, First Nations must upload all signed Joint Verification Process (JVP) forms (one form per school district where their students attend public schools) to their Nominal Roll submission to ISC under the “Supporting Documentation” section in the Education Information System (EIS).
